Haryana government initiative named Deen Dayal Jan Awas Yojna (DDJAY) is intended to facilitate high-density development in the medium and low-probability towns in the state by adopting a liberal policy approach. Deen Dayal Jan Awas Yojna uses a liberal policy framework to encourage the development of large plots of land next to townships with medium and low potential.
By 2022, the goal is to have "Housing for All." and reduce the mushrooming of unlicensed colonies. This scheme is fundamental to Haryana Government's consolidation licensing policy 2015 (CLP 2015). A developer or builder can build a housing society on up to 15 acres of the land bank by applying for DDJAY approval. It offers an important benefit in that buyers can get a loan from all the top public and private banks of up to 75% of a plot's price. Up to 90% of the price of a builder floor is available.
With this scheme, buyers can choose between freehold, loanable, and litigation-free plots. Among the government's first-time home buyer schemes is the Pradhan Mantri Jan Awas Yojna (PMAY). This program offers up to 2.35 lacs.
A developer can register four independent floors on each plot with stilt parking and a lift under the DDJAY scheme.
Every floor can have its own registry, so bank loans can be obtained separately for each floor. There is a total of 2.68 FAR per plot.
Only half of the plots can be allocated under the DDJAY scheme before their development. The remaining 50% of plots can be allotted or sold only after completion of the township or after a completion certificate has been issued by the Director of Town and Country Planning, Haryana Govt. (DTCP).
During the development and upkeep of community facilities, 10% of the licensed colony area must be given to the government for use by the colony developer.
According to the master development plans for towns, town planning schemes are only permitted in residential zones.
Private colonizers have been encouraged to develop these colonies by reducing the external development fees and reducing license fees, while the infrastructure development fees and the conversion fees have been eliminated.
CLUs will be approved 90 days after the application is submitted
A plot can have a maximum size of 150 square meters under DDJAY. The area measures 180 square yards (180 squads). Further, the maximum and minimum population density per acre are 240 and 400, respectively.
According to DDJAY, in medium potential towns, the license fee will be Rs 1,000 per acre and in low potential towns, Rs 10,000 per acre. Under normally plotted townships, the EDC charges for high and hyper potential zones will be the same approximately Rs 90 Lacs per acre charged by EDC in Sohna. Approximately Rs 90 Lacs per acre are charged by EDC in Sohna.
Two phases of the sale of licensed areas are the responsibility of the developer or colonizer. The 50% licensed area can be sold following the completion of internal development work of the entire township. A mortgage of 15% of the saleable land area is required for this.
Governmental facilities are required to be developed on 10% of the licensed area by the colonizer.
Within seven years following the grant of a license, developers must complete the housing projects.
Private construction companies are overseeing the development and construction of all the flats under the DEEN Dayal Jan Awas Yojna.
In the state, the DDAJAY scheme will undoubtedly reduce unauthorized colonization.
The DDJAY scheme does allotments on a first-come-first-served basis instead of by drawing lots as is the case with other affordable housing schemes.

Under organized open space, the entire area should preferably be provided in a single pocket with a regular shape. Each colony must have at least one organized open space pocket measuring not less than 0.3 acres.
Separate plots for EWS and NPNL will not be available to avoid any cross-subsidy components and safeguard affordability.
Colonies approved under the present policy do not allow housing plots that are adjacent under the same ownership to be grouped for approval of integrated zoning plans.
In exchange for government facilities, the colonizer will donate to the government 10% of the area of the colony. Consequently, the Director will be able to work out the requirements of community infrastructure at the sector level and make appropriate provisions. It will be easier to effectively utilize the area since it will be contained in a compact block.
